East Midlands Referees Cup
East Midlands Under 18 Competition 2011 - 2012
RULES
1. All playing laws are subject to the IRB under 19 laws. No extra time to be played.
2. All players MUST be registered with their clubs and the RFU. Rugby First ID cards should be produced at the request of opposition/ match officials on the day of matches.
3. If it is a League competition, 3 points will be awarded for a win, 1 for a draw and 1 for turning up. In the event of a team not turning up the opposing team will have been deemed to have won the game by 20 points to nil and will receive the 3 league points. The missing team receives no points. If a team plays an unregistered player then that team receives 1 point only for turning up and the opposition 3 league points for the win, regardless of the result. This is to ensure that the other players still get a game. If a team persist in playing an unregistered player(s), the EMMJRA Committee will discuss further action.
4. The matches can be played on any day of the week preceding the Sunday fixture date and not after, with a recommended kick off time of 2 or 3pm on a Saturday to avoid clashing with mini/junior activities. Any date change must be notified to the Competitions Secretary and the Referees Society as soon as it has been arranged.
5. Games are to be played by the specified date (in accordance with rule 6) unless bad weather or a competition of higher priority should intervene. If it is a league, and the game has not been played on the agreed date, the team that cancels will forfeit game 20 points to nil. The home team must report cancellations by email prior to the agreed Sunday date. If notification is not received in time, the match will be deemed a nil-nil draw with no league points being awarded to either side.
6. It is the responsibility of the HOME SIDE to e-mail the result and the number of tries scored by each team to the Competitions Secretary and cc the EMRU office at mariana.hiles@emru.co.uk by 9pm latest on the evening following the match. This will enable prompt and accurate records on the East Midlands web site.
7. If a league is used and a club withdraws from the league, prior to completing all matches, all its results will be removed from the league table.
8. In the event of a league table points tie on completion of the league programme, the winner will be determined by the following criteria in the order stated:
a) The result of the paired match that was played between those clubs.
b) The team that has scored the most league tries
c) The team that has conceded the least league tries.
d) The toss of a coin.
9. The East Midlands Referees Society will be requested to allocate society referees to all the Sunday fixtures. If the match is played earlier in the week and no referee can be found then it must take place on the original date. It is the responsibility of the home team to contact the Society and the Referee to confirm each appointment.
10. If it is a Cup competition, in the semi finals/play offs, there will be no extra time in the event of a tie at the end of full time. The team that scored the most tries will qualify for the Final. If the try count is equal then the away side will progress.
11. The Final will be played on a neutral ground. No extra time will be played in the event of a tie at the end of full time in the final. The team that scored the most tries will be deemed the winners. If the try count is equal then the trophy/plate will be shared.
